LaTonya Ammons, Director of Procurement
LaTonya Ammons is the Director of Procurement for the City of Riviera Beach, Florida, where she leads procurement operations for the City, its Community Redevelopment Agency, and the City of Riviera Beach Utility Special District. With more than 25 years of experience and dual certifications as a Certified Public Procurement Officer (CPPO) and NIGP-CPP, she has built a career advancing governance, transparency, and operational excellence in public procurement.
In her current role, LaTonya drives strategic procurement modernization across complex, high-value initiatives from municipal infrastructure valued over one (1) Billion to enterprise systems and professional services. Her work centers on strengthening solicitation frameworks, developing comprehensive terms and conditions, implementing compliance controls, and establishing policies that create long-term value and accountability.
A recognized advocate for procurement best practices, LaTonya is a respected speaker and thought leader who challenges the profession to move beyond transactional thinking. She defines procurement simply as "the movement of goods and services at the best value, delivered at the right time." A principle that, while straightforward in concept, demands rigorous execution. This philosophy drives her commitment to workforce development, vendor relationships built on trust, and procurement as a strategic business function.
LaTonya holds a Bachelor of Science in Mathematics and a Master of Arts in Economics from Howard University.
