The Art in Public Places (AIPP) program helps ensure that new development enriches the cultural and visual landscape of Riviera Beach. The Art in Public Places program serves the community by commissioning artists to create installations that enrich public spaces and strengthen the artistic and civic pride of the City of Riviera Beach.

 

Art in Public Places fosters collaboration and innovative art projects that enhance the visual identity of shared spaces. These installations transform ordinary civic areas into meaningful places that uplift the spirit and strengthen community connection.

What the AIPP program is, who qualifies, and how it works

In 2024, the City of Riviera Beach adopted the Art in Public Places Guidelines (Ordinance No. 4245), affirming a commitment to ensuring new projects enrich the cultural and visual landscape of the community.

The Art in Public Places (AIPP) program integrates original artwork into publicly accessible spaces as part of eligible public and private development projects. Its purpose is to enhance the visual environment, reflect community identity, and support artists while ensuring art is a meaningful component of the built environment.

The program applies to certain projects that meet established eligibility thresholds, such as project type or valuation. Eligible participants may include developers, property owners, and public agencies responsible for qualifying projects. Artwork may be commissioned, acquired, or provided through approved alternatives in accordance with the ordinance. Proposed artwork is reviewed for artistic quality, public accessibility, safety, and durability. Once approved and installed, the artwork becomes part of Riviera Beach's public art collection and is maintained in accordance with program requirements.

1% of construction value Fee or on-site artwork of equal value

Applicable Projects

$50,000+ construction value Threshold adjusted annually (CPI)

Criteria for Art

Exterior & visible to public Publicly accessible placement

Contribution Options

Option 1: Contribute to the Public Art Fund (equal to 1% of total construction costs).

Option 2: Install on-site artwork (escrow funds equal to at least 1%).

Option 3: Hybrid: install artwork valued at less than 1% and contribute the balance to the Fund.

Public Art Advisory Board

The City of Riviera Beach Art in Public Places Program is guided by a Public Art Advisory Board. The Public Art Advisory Board serves as a recommending body to the City Council. The Board also provides recommendations for public art placement in the City of Riviera Beach and facilitates administrative duties required for the Art in Public Places Program.

 

The Public Art Advisory Board seeks artworks that add lasting value to the City's public art collection, enhance the character of their surroundings, and contribute to Riviera Beach's distinct visual identity. Selected artworks should celebrate the City's cultural diversity and heritage, support economic development and tourism, strengthen civic pride, and enrich the daily lives of residents and visitors.

 

The Board is comprised of seven (7) members and two (2) alternates with a minimum of three members having a specialization in the field of art, architecture, land use planning, art education, and/or design. Public Art Advisory Board members serve a three-year term with a two-term limit without compensation with an option of reapplying after a year off of the board and are appointed by the City Council.

Tirzah Gabourel is the Associate Director of Data Governance at a large medical device manufacturing company, overseeing the operational design of the enterprise system in alignment with strategic business goals. Her recent accomplishments include implementing Oracle Cloud in both Japan & Spain for their manufacturing and distribution sites.

Josephine Posti
Member

Josephine Posti loves a good story. She’s spent her career telling them about people, technology, places and things. She joined Comcast in 2016 as a Public Relations Manager in Pittsburgh and now serves as Director of Employee Communications for Comcast’s Florida Region.

Gloria Harris
Member

At age 64, Gloria launched Fit to Dance 2, a recruitment, training and job placement service and began providing free group fitness classes to adult seniors with physical, emotional or memory challenges. In 2017, She founded Firebush Nonprofit to support the growing demand for high quality free fitness classes to fitness underserved or unserved communities.
