The Human Resources Department provides support services to the City and its personnel in accordance with Federal, State and City guidelines. These responsibilities include employee recruitment and selection, employee testing, job classification and compensation analysis, administration of employee benefits, grievance resolution and disciplinary actions. Our department also monitors the performance evaluation process, coordinates the administration of valid medical standards, and conducts job analysis research for developing valid selection procedures.

The department consists of three divisions: Administration, Labor Relations and Risk Management.

Administration

The Administration Division is responsible for the Department's daily activities and responsibilities, including but not limited to recruitment, payroll, and benefit administration.

Labor Relations

The Labor Relations Division is responsible for labor contract administration, and training in both contract changes and other areas. Labor Relations is also responsible for conducting research on operational and emerging employer issues and communicate the findings.

The area of responsibility also includes the collective bargaining with three labor unions.

Risk Management

The Risk Management Division coordinates, administers and directs activities such as reduction and control of related health, property and casualty insurance costs and the implementation of proactive risk control programs. It provides the City's employees and citizens with a self-insurance program for property, liability and workers compensation to protect the City's assets and processes health insurance, life insurance, worker's compensation, property liability, loss and auto/general insurance claims.

The Division consists of a Risk Manager who administers the insurance and safety programs and an Insurance Technician who acts as a secretary to the Risk Manager and assists with insurance inquiries and claim processing.

Other Activities

Aside from its daily administrative and supportive responsibilities, the Department of Human Resources also commits itself to the organization of activities that include, but are not limited to various employee training programs, the Annual Employee Service Award celebration, the Annual Employee Picnic, the Employee Holiday Party, the Employee of the Month Program, an Employee Incentive Program, Community Involvement in United Way, the Heart Walk, Juvenile Diabetes, Blood Drive, etc.
