Councilman Shelby L. Lowe represents District 5, joining the City Council as its chairman in April 2007. He was re-elected to the body by a wide margin in April 2009.
Born and raised in Riviera Beach, Councilman Lowe graduated from Suncoast High School in 1983, attended the University of Florida for three years and then left the Sunshine State to join the U.S. Navy in 1987. He was soon traveling the world during six years in the military as an Avionics Technician, and was deployed to help defend his country during Operation Desert Storm.
When Councilman Lowe was honorably discharged from service in 1993, he returned to his hometown to be with his family-especially his beloved maternal grandmother-and to serve his community. He enrolled in Northwood University in 1996 and obtained a Bachelors degree in Business Administration (Summa Cum Laude) in 1999. He then went on to obtain a Masters Degree in Public Administration in 2001 from Troy State University in Alabama.
Along the way, Councilman Lowe worked in several departments of the Palm Beach Post, including as coordinator for Newspapers in Education, and as recreation superintendent in the city's Department of Parks and Recreation. He also co-owned Lowe's Corner Grill, a local eatery in Federal Gardens, the neighborhood in which he was raised.
Councilman Lowe is a member of the following organizations: Palm Beach County League of Cities; the North Palm Beach Chamber of Commerce; the Riviera Beach Business Council; the Inland Port Task Force; and the Singer Island Rotary Club. Other memberships include the National Black Caucus of Local Elected Officials, the Florida League of Cities' urban planning and growth committee and the Palm Beach County Planning Congress.
He is also a board member of the Metropolitan Planning Organization, and is a Treasure Coast Regional Planning Council alternate member of the advisory board and the city's liaison to the Port of Palm Beach and the Bioscience Land Advisory Board.
In February, the National League of Cities (NLC) appointed him to its Transportation and Infrastructure Services steering committee and its CityFutures Panel on Community and Regional Development. He is the first elected official in the city to win any national appointments through the League since Riviera Beach became a charter member in 1988.
Councilman Lowe is single with no children.
