Billie E. Brooks

Billie E. Brooks Councilwoman Billie E. Brooks was elected in March 2009 to represent District 1, which encompasses primarily the neighborhood of Monroe Heights. It was her first run at public office.

She has been a Riviera Beach resident since 1961, two years after her 1959 graduation from Roosevelt High School in West Palm Beach. She earned a nursing degree from Tuskegee Institute in Alabama, and a master's degree in social work from Barry University in Miami.

Councilwoman Brooks is a longtime businesswoman, and has owned and operated several successful business ventures. Currently, she is president and CEO of Future Planning, Inc., a medical case management agency that contracts with the state Agency for Persons with Disabilities (APD) to provide resources and support to the disabled.

She had also owned for 15 years the popular North Palm Beach-based Getaway Travel Agency, which was awarded a convention and tourist bureau contract to promote tourism in Palm Beach County. She traveled the world.

Along the way, she has been an active and committed community volunteer. She was appointed by the City Council to serve as a member of the city's$42 million Police Pension fund and was, later, appointed by her colleagues as the fund's chairwoman.

She served as vice chair and, then, chair, of the Children's Services Council. The Councilwoman also served on several state Health and Rehabilitative Services committees, and has also chaired the Foster Care Citizens' Review Board and the local branch of the National Association for the Advancement of Colored People (NAACP).

Councilwoman Brooks is a member of Alpha Kappa Alpha Sorority and a charter member of Palm Beach County's chapter of 100 Black Women. She also represents the city as its liaison to the Riviera Beach Business Council and the North Palm Beach Chamber of Commerce. She is an alternate city liaison to the Riviera Beach Education Advisory Board and to the Port of Palm Beach.

She is divorced, and has two adult children.
